Does it mean that they are trying to sell you something, but that you'll have a chance of a scholarship, too?

MY THOUGHTS ARE FOR TAX CREDITS,CHARITY AND /OR STIMULUS REASON.THAT ORGANIZATION NEEDS A TAXBREAK.

They are designed to draw business and usually have many applicants (by many, I mean that there could be millions) but only one winner. And I'm sure that they do get a tax break as well ;)

Promotional means that the Scholarship or contest sponsor is offering a real scholarship but is at the same time trying to promote something, get out the word about something.  The money is real, but FastWeb lets you know with the word Promotional that the sponsor is also promoting something.  I haven't seen any research on the topic but I think the odds of winning a promotional scholarship are similar to winning a non-needs-based scholarship.
